How we quote
A quote from us is built to pass review the first time. It lists:
- the manufacturer part number and quantity for every line,
- the term start and end dates for renewals and subscriptions,
- the delivery date we can commit to,
- the manufacturer's Accessibility Conformance Report (often called a VPAT) for your Section 508 review, or a plain note that the manufacturer does not publish one.
Why the last line matters: Section508.gov says solicitations that include information technology "will specify accessibility requirements." Our Section 508 and VPAT help page explains how we handle it.
Ways to buy
- Purchase order after a written quote, for open-market buys.
- Purchase card. Micro-purchases are $15,000 or less today, and the FAR calls the government purchase card "the preferred method to purchase and to pay for micro-purchases." Ask about card payment when you request the quote.
- Small business set-asides. We are a small business under every NAICS code we list.
- Veteran set-asides only after SBA certifies us. We have not been certified yet.
- Contract vehicles. We do not hold a GSA schedule or a SEWP contract today. Our registrations page will say so the day that changes.
The details, including how the nonmanufacturer rule affects brand-name software, are on how to buy from us.
Who runs the company
Heath Watte founded Tualatin Federal Solutions in October 2026 and owns all of it. He served in the US Army as a UH-60 Black Hawk crew chief and instructor, including in Afghanistan, worked as a NAVAIR UAS/UAV deployment technician, and holds an FAA Part 107 remote pilot certificate. You deal with him directly, from the first question to delivery. Meet the founder.

Questions buyers ask
Can a small business set-aside buy brand-name software from you?
Yes, when the set-aside is between the $15,000 micro-purchase threshold and the $350,000 simplified acquisition threshold. SBA's rule says the nonmanufacturer rule does not apply there (13 CFR 121.406(c)). On SDVOSB and VOSB set-asides the rule does apply, and SBA's class waiver list has no software entry, so a large publisher's software needs an individual SBA waiver unless small US manufacturers' products are at least half of the order. We check before we quote.
Can we pay with a government purchase card?
Ask us when you request the quote, and the quote will say how payment works for that order. The FAR names the government purchase card as the preferred way to buy and pay for micro-purchases, which are $15,000 or less today (FAR 13.201 and FAR 2.101).
Do you hold a GSA schedule or a SEWP contract?
Not today. We sell by open-market purchase order. NASA SEWP lets contract holders add providers, and SEWP VI is scheduled to begin November 1, 2026. If a holder adds us as a supplier, our contract vehicles page will name the holder and the contract number. Until then we never claim a vehicle we do not hold.
Is Tualatin Federal Solutions veteran-owned?
Yes. Heath Watte, a US Army veteran, owns 100% of the company. SBA certification is a separate step that comes after SAM.gov registration. Until then we describe the company as veteran-owned and never as certified.
